This allows an agent who pays a fee to the Dept of Financial Institutions and is properly registered to take loan apps and help his client find a loan during the process of home purchase. Exempt agents cannot do refi's only purchases for their clients. I think their are other states with this exemption and this is the only other path to loan origination other than private mortgages.
